        <title>Did the New Foreign Tax Make Vancouver Real Estate More Affordable? </title>

Back on August 12, 2016 I wrote about the new 15 property tax that was introduced for residential property transfers to foreign entities (non-Canadian Citizen or non-Permanent Resident) in the Greater Vancouver Regional District.  I asked the question... &quot;Will the new foreign tax make Vancouver real estate more affordable?&quot;.  It was too early to tell back then and now that 6 months have gone bye... did it? 


I have analyzed all of the listing and sold data. I separated houses from condo &amp; townhomes and calculated their average prices. This is what has happened from August 2016 to January 2017:


In Metro Vancouver (Downtown Vancouver, Vancouver Westside, Vancouver Eastside, North Vancouver, West Vancouver, Richmond, Tsawwassen, and Ladner) listing inventory declined by 9.3 (4,207 in January compared to 4,597 in August) and we had 52.6 less properties sell (801 in January compared to 1,236 in August).


 

 

In regards to prices... Houses saw a reduction of 8.5 in their average price ($1,725,714 in January compared to $1,873,054 in August) while, condo &amp; townhomes saw an increase of 12 ($661,349 in January compared to $590,500 in August).


 

 

in Greater Vancouver, (Burnaby, New Westminster, Coquitlam, Port Coquitlam, Port Moody, Pitt Meadows, and Maple Ridge) listing inventory declined by 30.2 (1,813 in January compared to 2,361 in August) and we had 77.6 less properties sell (559 in January compared to 993 in August).


 

 

In regards to prices...Houses saw a reduction of 2.7 in their average prices ($1,012,802 in January compared to $1,040,143 in August) while, condo &amp; townhomes saw an increase of 7.8 ($423,464 in January compared to $392,643 in August).


 



 



In the Fraser Valley, (Surrey, South Surrey, White Rock, North Delta, Cloverdale, Langley, Abbotsford and Mission) listing inventory declined by 45.5 (2,882 in January compared to 4,194 in August) and we had 77.1 less properties sell (847 in January compared to 1,500 in August).


 



 



In regards to prices... Houses saw an increase of 0.2 in their average price($857,679 in January compared to $855,993 in August) while, condo &amp; townhomes saw an increase of 1.1 ($344,093 in January compared to $340,243 in August).


 

 

So did the 15 Foreign Buyers Tax make Vancouver real estate more affordable? Not really.


It can be argued that the foreign tax caused sales to decline and it caused the prices for houses to level and start declining (in some areas). The high end of the market has been the most effected while the entry level market is still going strong and seeing price appreciation.


Now we have to keep in mind that sales usually decline in the summer and winter as well as their being less inventory on the market during those times.  However, I was surprised to see that we had such a reduction in inventory which I believe is a cause of sellers taking their properties off the market if they do not need to sell.  


Now with the Spring market around the corner... will we see more supply?  Will there be an increase in demand? 


To help stimulate the market, the BC Government introduced two recent changes:


First... they introduced a 1st time home buyers mortgage and equity partnership where they will match a 1st time home Buyer's 5 deposit (up to a purchase price of $750,000) with a zero percent interest loan for 5 years .  It will be interesting to see how many 1st time home buyers take advantage of this offer from the BC Government? 


The second change was announced on Chinese New Years and following President Trump's announcement of immigration bans... (interesting timing?) The BC Government will not collect a 15 foreign Buyers tax if the Buyer has a work permit, is paying Canadian income tax and living in British Columbia.


The Government was smart to introduce these changes because they did effect the market with the 15 tax to foreigners.  It will be interesting to see what happens over the next few months.  Will these changes have an effect?  Will Donald Trump's policies influence our market?  Where will our supply and demand be? Will we have a Liberal or a new government?

        <title>Will the New Foreign Tax make Vancouver Real Estate More Affordable?</title>

That is a great question  As you have most likely heard or read... on July 25, 2016 the Government of British Columbia announced that... as of August 2, 2016, there is an additional 15 property tax that applies to residential property transfers to foreign entities (a non-Canadian Citizen or Permanent Resident) in the Greater Vancouver Regional District.


The Greater Vancouver Regional District includes Anmore, Belcarra, Bowen Island, Burnaby, Coquitlam, Delta, Langley, Lion's Bay, Maple Ridge, New Westminster, North Vancouver, Pitt Meadows, Port Coquitlam, Port Moody, Richmond, Surrey, Vancouver, West Vancouver and White Rock.The tax is collected at the time the property transfer is registered with the Land Title Office and it does not exempt contracts that were written before August 2, 2016.


Now.. the timing of this announcement was very strategic.  It was right before our BC Day Long weekend with Monday August 1st being a holiday. The Land Title Office is closed on weekends and holiday so anyone wanting to avoid paying this new tax (any many did) were rushing to complete their purchase by Friday July 29th... four days after the tax was announced.


This was &quot;headline news&quot; for Christy Clark and her Liberal Government.  The next BC Election is coming up on May 9, 2017 so what a great way to gain popularity in the upcoming election and get more votes.


The goal of this new tax was to put British Columbians first by making housing affordable; however, to make housing affordable... introducing a new tax may not be the way to do it.  


Vancouver is a desirable city  A great city to have and raise a family in  The air is clean (you do not have to wear a mask). The climate is good and getting better with global warming.  It is safe and we have one of the world's best medical systems  I am born and raised here and I appreciate Vancouver more and more every time I come back from visiting another country, province or state.


Foreigners that want to be here and want to raise their family here... they will have no problem paying the additional 15 tax.  Those that were buying and flipping or buying for speculation... they (I am hoping) will most likely think twice. 


The reason why Vancouver real estate prices were shooting up so quickly this past year was supply and demand.   On average... when we have less than 2 months of inventory we see price appreciation of 5 to 10.  When we have more than 6 months of inventory we see price depreciation of 5 to 10.


Let's not forget that we had the Winter Olympics not to long ago (2010) and millions upon millions of people saw Vancouver and have remembered it. The Canadian Dollar is low so Vancouver looks to be on sale to the Foreign buyer as their money exchanges better each time our dollar drops.


With their being only 3.6 months of supply for detached homes and 1.6 months of supply for attached homes as of July 31, 2016... 34 less homes on the market this July when compared to July 2015.  The reason for the prices increasing is supply and demand.  So for prices to change... or to make housing more affordable... we need more supply and less demand. 


Will this new foreign tax increase supply and lower demand?  It is to early to tell. 


It may lower demand in the sort term... however, It will not change the demand for Vancouver being a great city to live in.


It may increase supply based on the fact that there are less sales; however, I do not see it being able to reach the Buyer supply levels unless there are a lot more homes built or, that come on the market


To make housing more affordable in Vancouver, I would like to see a reduction in the Property Transfer Tax  that is charged and ultimately no Property Transfer Tax being charged to British Columbians. 


I do not mind having a Foreign tax as I do believe this can help reduce the number of speculative investors that come into our market and raise prices... only time will tell.  In the meantime, I will follow the market and will keep us updated on its supply and demand so come back to check the monthly stats soon.

Supply:  We had 3,713 properties listed thru the month of November which is down -54.5 from this time last year (November 2014) and down -17.0 from last month (October 2015).  What this means is.... we have 1.7 months of inventory for detached houses and 3.9 months of inventory for attached homes (condos, townhomes and 1/2 duplex). 


Demand: 1,571 properties sold in November which is up +62.1 from this time last year (November 2014) and up +1.6 from last month (October 2015).


Time:  The average time for a detached house to sell was 18.6 days.  For attached homes (condos, townhouses and 1/2 duplexes) it was 33.6 days.


Prices:  The average price of detached house is $697,848 which is up +22.5 from last year (November 2014) and the average price of an attached home is $294,179 which is up +14.8 from last year (November 2014).


Hottest Areas




For Detached houses, the following areas saw the largest price increases from this time last year (November 2014):




 South Surrey and White Rock with an increase of +36.7 to an Average price of $1,157,500.  There is currently 2.1 months of supply for detached houses. 


Surrey with an increase of +24.3 to an Average price of $710,786.  There is 2.1 months of supply for detached houses.


 North Delta with an increase of +22.9 to an Average price of $693,000.  There is only 1.0 months of supply for detached houses.




For Attached homes, the following areas saw the largest price increases from this time last year (November 2014):  




North Delta with an increase of +49 to an Average price of $444,500.  There is currently 5.4 month of inventory for attached homes.


Abbotsford with an increase of +26.6 to an Average price of $214,000.  There is 3.3 months of supply of attached homes


Surrey with an increase of +9.4 to an Average price of $290,000.  There is 4.0 months of supply of condos, townhomes and 1/2 duplexes.

Demand: 1,260 properties sold in November which is up +42.2 from this time last year (November 2014) and is 2 less (28 sales) than last month (October 2015).


Time:  The average time for a detached house to sell was 12.3 days.  For attached homes (condos, townhouses and 1/2 duplexes) it was 23.6 days.


Prices:  The average price of detached house is $891,007 which is up +24 from last year (November 2014) and up +.8 ($7,293 more) from last month (October 2015).  The average price of an attached home is $347,157 which is up +7.9 from last year (November 2014) and is 2.2 less from last month.


Hottest Areas




For Detached houses, the following areas saw the largest price increases from this time last year (November 2014):




 New Westminster with an increase of +32.2 to an Average price of $925,000.  There is also just 1.1 months of supply for detached houses 


Burnaby with an increase of +32.1 to an Average price of $1,395,000.  There is only 2.0 months of supply for detached houses.


Port Moody with an increase of +23.3 to an Average price of $999,000.  There is 2.6 months of supply for detached houses.




For Attached homes, the following areas saw the largest price increases from this time last year (November 2014):  




Maple Ridge with an increase of +21.9 to an Average price of $294,900.  There is 2.8 month of inventory for attached homes.


Burnaby with an increase of +13.0 to an Average price of $435,750.  There is also just 2.1 months of supply of attached homes


Port Moody with an increase of +12.2 to an Average price of $437,500.  There is only .9 months of supply of condos, townhomes and 1/2 duplexes.

North Vancouver with an increase of +38.9 to an Average price of $1,500,000.  There is also just 1.25 months of supply for detached houses


West Vancouver with an increase of +37.4 to an Average price of $2,720,000.  There is currently 4.2 months of supply for detached houses. 


Vancouver Eastside with an increase of +36.3 to an Average price of $1,310,000.  There is also just 2.0 months of supply for detached houses.




For Attached homes, the following areas saw the largest price increases from this time last year (November 2014):  




the Vancouver Westside with an increase of +29.6 to an Average price of $640,000.  There is also just 2.1 months of supply of condos, townhomes and 1/2 duplexes.

Prices:  The average price of detached house is $883,714 which is up +19.3 from last year (October 2014) and up +6.5 from last month (September 2015).  The average price of an attached home is $354,891 which is up +5.5 from last year (October 2014) and did not change from last month.


Hottest Areas




For Detached houses, the following areas saw the largest price increases from this time last year (October 2014):




 Port Coquitlam with an increase of +23.9 to an Average price of $700,000.  There is also just .9 months of supply for detached houses 


Coquitlam with an increase of +23.7 to an Average price of $975,000.  There is also just 1.9 months of supply for detached houses.


Port Moody with an increase of +19.9 to an Average price of $1,127,500.  There is also just 1.3 months of supply for detached houses.




For Attached homes, the following areas saw the largest price increases from this time last year (October 2014):  




Maple Ridge with an increase of +13.3 to an Average price of $311,189.  There is also 3.6 month of inventory for attached homes.


Port Moody with an increase of +12.5 to an Average price of $423,000.  There is also just 1.1 months of supply of attached homes


Pitt Meadows with an increase of +11.5 to an Average price of $306,500.  There is also 2.9 months of supply of condos, townhomes and 1/2 duplexes.

Prices:  The average price of detached house is $1,671,486 which is up +23.8 from last year (October 2014) and up +4 from last month (September 2015).  The average price of an attached home is $531,075 which is up +10.1 from last year (October 2014) and down -2.6 from last month (September 2015).


Hottest Areas




For Detached houses, the following areas saw the largest price increases from this time last year (October 2014):




Ladner with an increase of +33.2 to an Average price of $935,000.  There is also just 1 months of supply for detached houses. 


Tsawwassen with an increase of +31.5 to an Average price of $1,069,000.  There is also just 1.6 months of supply for detached houses.


North Vancouver with an increase of +31.1 to an Average price of $1,449,400.  There is also just 1.1 months of supply for detached houses.




For Attached homes, the following areas saw the largest price increases from this time last year (October 2014):  




Richmond with an increase of +17.6 to an Average price of $487,250.  There is 3.3 month of inventory for attached homes.


the Vancouver Eastside with an increase of +16.5 to an Average price of $428,000.  There is also just 1.8 months of supply of attached homes.


the Vancouver Westside with an increase of +16.4 to an Average price of $661,000.  There is also just 2.5 months of supply of condos, townhomes and 1/2 duplexes.

It's Autumn... the hockey season has started and the Blue Jays are making a run to take October  The Vancouver real estate market is still going strong Here are 5 things you should know about the real estate market in Greater Vancouver:




Supply:  We had 3,081 properties listed thru the month of September which is down -36.6 from this time last year (September 2014) and down -3.4 from last month (August 2015).  If we look into those stats further.... we have 2.3 months of inventory for detached houses and 2.8 months of inventory for attached homes. 


Demand: 1,178 properties sold in September which is up +20.1 from this time last year (September 2014) and is down -1.2 from last month (August 2015).


Time:  The average time for a detached house to sell was 11 days.  For attached homes it was 26 days.


Prices:  The average price of detached house is $829,597 which is up +18.4 from last year (September 2014) and down -2.1 from last month (August 2015).  The average price of an attached home is $337,689 which is up +15.4 from last year (September 2014) and down -5.5 from last month (August 2015).


Hottest Areas




For Detached houses, the following areas saw the largest price increases from this time last year (September 2014):




Burnaby with an increase of +31.6 to an Average price of $1,270,000.  There is also just 3.6 months of supply for detached houses. 


Port Coquitlam with an increase of +22.7 to an Average price of $705,300.  There is also just 1.3 months of supply for detached houses.


Maple Ridge with an increase of +22.3 to an Average price of $527,450.  There is also just 1.7 months of supply for detached houses.




For Attached homes, the following areas saw the largest price increases from this time last year (September 2014):  




Maple Ridge with an increase of +20.9 to an Average price of $290,000.  There is also just 3.8 month of inventory for attached homes.


Pitt Meadows with an increase of +16.2 to an Average price of $305,850.  There is also just 2.5 months of supply of attached homes.


Port Coquitlam with an increase of +10.3 to an Average price of $303,000.  There is also just 3.2 months of supply of condos, townhomes and 1/2 duplexes.
